On August 20, 2025, Office of Healthcare
Policy, Cabinet Secretariat will hold an official thematic event of the 9th Tokyo
International Conference on African Development (TICAD 9) , entitled “Co-Creating the Future of
Healthcare and the Economy: Japan-Africa Public-Private Partnerships at the Forefront”
Part 1 will feature a high-level session involving ministers from the Japanese and African governments, alongside senior representatives from the International Finance Corporation, Keidanren and GHIT Fund. The session will discuss co-creation aiming to address health issues and explore business collaborations. Part 2 will showcase public-private collaboration in business development, with the aim of generating innovative solutions and building capacity to tackle health issues in African countries. Additionally, AfDB will introduce initiatives in the healthcare sector and projects implemented in collaboration with Japanese private companies.
An on-site networking session will be held between Part1 and Part2 (around 11:00 to 12:00).

At TICAD 7 in 2019, the Prime Minister of Japan announced the launch of AfHWIN in his keynote speech, with a view to contributing to a self-sustaining ecosystem of medical treatment and health in Africa by leveraging Japan’s knowledge and technologies. Since then, the Government of Japan (GOJ) has been implementing AfHWIN to promote vibrant and healthy societies across Africa, enabling people to lead long and productive lives by addressing the growing demand for better health and advanced medical care through collaboration with relevant ministries and organizations.
The GOJ announced its Global Health Strategy in 2022, amid the COVID-19 pandemic. The Global Health Strategy aims to strengthen prevention, preparedness and response (PPR), and to achieve more resilient, more equitable and more sustainable Universal Health Coverage (UHC).
In February 2025, the GOJ unveiled its Healthcare Policy, which includes a commitment to promote the Asia Health and Wellbeing Initiative (AHWIN), AfHWIN and Global Health Strategy in tandem. This policy aims to foster innovation, strengthen supply chains, and contribute to global health through the services and expertise of Japanese companies.
Under the above strategy and policy, this event aims to encourage Japanese companies to contribute to healthcare and the development of the healthcare market in Africa by expanding their business over the medium to long term. It also seeks to promote further collaboration between Japan and Africa by showcasing successful examples of public-private and private-private partnerships that support business development and contribute to capacity development in African countries.
